Forum links removed and attached

my website uses php to call a header file that contains my banner image and links to the top of every page.  In that page is a link to the sites forum.  Can anyone tell me a way to remove the menubar from my forum completely and have it appear as a mouseover for my link to the forum in my header?

Sure. Modify your forum theme's index.template.php and remove most of the contents of (IIRC) template_header().
