BANNER ROTATOR on the top

hi everyone

i would create a table with two rows,
the top row would be used for a banenr rotator any ideas where to insert this table ?
in which file ?

the second ro woyuld be used to add a css menu to other links of the web sites
as euroclix.biz [nofollow] and besuccessfull.net [nofollow] is one ownership
there is no spamming on integrate the two web sites
