The only way to get members in without paying for advertisement is to try and get a popular facebook, myspace, twitter, digg and other social network page and advertise your site and refer people to it. Another way is to join other communities and try to set up affiliations to help both of you get in some extra traffic. Apart from those methods I can't think of any other free way of doing this.
