Where can I get the latest Russian translation for SMF 1.0.3 ?

There is no changes between versions SMF 1.0.1 and SMF 1.0.3 in language pack files.

А как установить эту русификацию?

Все очень просто:
Распакуйте архив,
Переименуйте папку "images" (находится в "\default") на "russian".
Откройте ФТП-клиент и загрузите эти файлы так:
-Все файлы из папки "languages" в папку "/Themes/default/languages "на смф...
- папку  "russian" в папку "Themes/default/images" на СМФ.

Зайдите в панель администратора >  Edit Server Settings
и выберите нужный язык из списка "Default Forum Language"
