Install page just keeps coming back with no error

H. I fill in all the fields and click proceed button and page just comes back with fields back to original data (My Community, etc.). Do it again and same thing. Does nothing, no error message. Checked database id and password from a php script that works just fine so nothing wrong there. php is ver 4.3.2 and MySQL 3.23.58.

Webinstall doesn't work either, getting this erro -The installer was unable to download the archive (http://mirror.pdx.simplemachines.org/index.php/smf_1-1-10_install.tar.gz) from the server. Can download it manually and save it though.

Any ideas?
