Can't access Features and Options

This is the message I'm getting when I'm trying to access Features and Options section inside admin panel.

Fatal error: Cannot redeclare modifypsnidsettings() (previously declared in /home/quebecst/public_html/forum/Sources/ModSettings.php:327) in /home/quebecst/public_html/forum/Sources/ModSettings.php on line 375


I also just changed my domain name for a new one and my Themes aren't working.
Not sure if it's related to this or not.

I need some help please.
