How do I send a Welcome PM automatically to new registrants?

Check "Send welcome email to new members".

But that would send an email, and not a pm =P

Actually, the server may not be configured correctly to send out emails, so the welcome PM is more likely to be received XD

it didnt... it doesnt work for 1.1.11

It does work fine on 1.1.11.  Read the support topic and you will see that you need to change the Id of the PM sender to 1.  If you leave it at 0 it won't work.
