anyway to filter topics from being posted?

like lets say i get a lot of topics with the subject "something here bla bla" can i stop it from being posted?

You can't stop it from being posted you could either turn on post approval or maybe do a censor phrase.

You can stop them if you created a mod or edited the files to look for it.

Censor phrase is just censoring certain key words.
Admin>Posts and Topics >Censored Words

There is post moderation like vbgamer said, which by the way I just noticed he posted what I did, beat me to it :p

Administration Center » Permissions » Post Moderation

You can go to settings and enable it for post count groups to so that after a certain number posts won't be moderated anymore.

but my problem is i'm using 'rss feeder' and there some posts in there that i don't want posting

Yeah, so you use post moderation so you can approve the post before it is actually posted.
