How can I change my member requests to "Require Activation Before Posting"

How can I modify my settings so that people that register must be approved?  I've looked all through everything that I think would apply, and can't find it.

If you could give me a breadcrumb path, I would appreciate it!

Now I need to figure out how to delete inappropriate posts.  If anyone can offer suggestions, that would be most appreciated.
