Hi xenovanis,

Okay, I finally got to performing the recommended changes, EXCEPT the Settings.php and Settings_bak.php
which I found in the Themes SO,

I DIDN'T DO ANYTHING TO THEMES.

Still didn't work. See screen shots of
1) Empty File Cache
2) attempted to upload an avatar

Next? Chance the Themes?

Have you tried if it works while using the default theme? I'm sorry, I don't know what else.. It's a very annoying problem  :(

Have you also tried asking your host? It might be possible something on the serverside is causing this.

Did it work with the 1.1.x version before you upgraded?

Default theme is SMF Curve - didn't work     (see ss)

BTW, here are two files I did NOT replace
smf_patch_1.0.17_1.1.9_2.0-RC1-1.zip
modified2-0-RC1-1_2-0-RC1-2
