Announce Topic Feature Help - How to Hide Message in Email

I would like to be able to announce a topic without sending out the post text in the email. Is it possible to announce a topic in a way that will send users an email notification that only states that a new post has been made? Any help would be appreciated.

That would probably be:
Admin -> Features and Options ->  Don't allow post text in notifications
