How do i create a tool bar with registration link to drop down

hello house, i don't know if someone get what i mean from the topic, but what i want how a drop down tool bar will appear on my site whenever any guest visit with the tool bar linking to the registration, when you visit www.nigeriabestforum.com you will see what i mean, please help.

The Floating bar mod when downloaded and installed got and error that it is not compartible with 1.1.13 and RC5
please help.

You'll need to emulate the package manager. 2.0 has a link to do that, for 1.1 you'll need to add ;version_emulate=1.1.11 to the package manager's URL
