mod : weekly email report.

Basically it emails every members regardless if they want it or not (unsubscribe from the newsletter would be cool as well i suppose a nicely formatted html document with all the boards that have messages on them, also members that have joined since last newsletter.   Should ideally be able to add in the admin a short message at the top or put in a banner of some sort.

Any takers?
