Create message thread under another members avatar and name

If this has been addressed, please point me  to the thread I didn't find.

As administrator of the website, I would like to create a series of threads under a category that looks like it was started by the committee chairman using his avatar and name.

I want to create a look of continuity in the informational messages. With moderator status the chairman can modify/edit the text as the events details develop.

Is this possible?  Can  I  log on using their 'user name' and 'my admin password'?

Admin Area -> Features and Options -> Basic Settings ( do not have Basic Settings - have Basic Features ):

No place to enter this
Quote- Enter ID of user that administrators wish to post as (0 = Guest called "Forum Staff") otherwise enter eg 582.

Am using smf 1.11.

I am not a programmer nor a power PC  user so I have to ask a stupid question.
How do I do with an 'xml' file?

You don't really need to do anything with it.  Download the mod, you don't even need to unzip it, just install it through the package manager.

Exactly.  Just keep in mind that if you are using a custom theme that you will need to edit those files manually.  The package manager only installs on the default (core) theme.
