group character count limit

about the permissions system for member groups, I'd like to be able to also set different character count limits for each

as an admin, I'd like to have a high limit, if any, but would like to limit my normal members to a low ammount of characters... if I have a group of members that writes articles, I'd like to give them a higher margin to work with... etc

note: I'm talking about the limit of characters in a single message
