"Custom Page With Tab Button" mod not visible to guests or members

I am trying to use mod http://custom.simplemachines.org/mods/index.php?mod=2604 to add a new page and tab. The issue is that I am the only one that sees the tab when I'm logged on. Guests and members don't see the tab. How do I correct this?

According to the mod author, you must go to Admin===> Permissions and enable permissions for both regular members (and guests, if you like) before they can see the tab.
