Package install problem

I feel dumb as heck asking this but I am at my wits end.

I get the folowing message when attempting to install a package, any package.

You cannot download or install new packages because the Packages directory or one of the files in it are not writable!

I set everything to 0777 and can not understand why I am still getting the above message.

Would appreicate an assist please.

in your Packages folder create a new folder called temp and chmode it to  777

I am getting errors when trying to install the database package. I have the following installed:

octave.3.2.3_gcc-4.4.0
swigwin-2.0.0

MinGW with the following packages:
mingwrt
w32api
binutils
gcc
g++
java
objc
mingw32-make

on Windows XP/2002 SP 2

When I try to install database-1.0.4 using pkg install database-1.0.4 I get the following errors:

Probably an outdated mySQL version.
