What would you classify as the bottom...? If you want it to be global still, you'd need to put it under the info center when you're on the boardindex

Look into BoardIndex.template.php and then what my modification modifies template wise.

To do what you are wanting to do, you'd either need to know PHP really well (and SMF, for that matter) or you'd need to modify ./Themes/BoardIndex.template.php to make the Top "X" Stats Block show up below the Info Center on just the main page (BoardIndex - hence the template.)
