Language has problem after Converting

hello, sorry for my bad English 

i've converted vbulletin 4.0.7 to smf 2.0 RC4 .there was a problem displaying the text.


my old forum use (charset=windows-874) .I have converting tables in the database. (latin1_swedish_ci to UTF-8 with Phoca Changing collation tool) but did not work.
how to solve it and I want to use UTF-8.
