embedding and permission help

I'm running RC4. As admin I am able to use the  tags to be able to emded youtube code into posts but it would seem that I am the only person that has permissions to do it. I have looked everywhere in admin panel the allow other membergroups to do it. The only thing I have found is "allow basic html" even when this is checked admin is the only one allowed.

The only reason I want other to be able to use the HTML tags is to post you tube vids within posts.

does anyone know what im doing wrong or what I need to do.

HTML tags are enabled for admins only from default due to security reasons.

For youtube video embedding we have some mods in mods section. Youtube Mods.

Aeva is my personal favorite mod.
