Stickbar [top of page]

I need some sort of stick bar that i can edit myself so i can put like our contact info, server status, and games we have. It needs to stick tot eh top of the page so it doesent ever move and i was also wondering that if you had some sort of thing that would make it so user must have a certain number of posts to download somthing. [ATTACHMENT] and a certain number of posts to see a thread.
