can i create an open poll for even not logged in users?

I know it may sound trivial, but can i make a poll that is accessible for every one to vote even if he isn't logged in?

Yes,

In guests permissions, allow them to vote. (in admin CP)

Then when you create the topic with the poll, check the box to allow guests to vote.
