Editing permissions by post rank

I want to allow members over a certain post count to delete their own accounts. Presently we have a control on this because we were attacked several times by spammers who would post junk all over our site, then delete themselves making the spam almost impossible to remove. But we want our real members to be able to remove their accounts from the site if they wish. How do I set this permission by post rank?

admin -> permissions -> settings enable permissions for post count based groups

you may also want to enable the option to deny permissions and set the post count based groups up to whatever count not able to delete their account.

Am also wondering--if it is possible to limit PMs based on post count too? Like starting out they can only send X pm's and later on as they gain trust they can send more?
