Icons not showing

Hi,

I am having problem again.
I was assigning a group to a newly registered member,
the group that I was assigning has the option to delete, sticky a topic
but the problem is the icon which is supposedly showing at the left side
of every topic is not showing.

The newly assigned group should have 'picture 9.jpg' option
but it is showing 'picture 8.jpg' only. EVEN if I assigned admin group.

does that user have quick moderation icons turned on in their profile? profile -> look and layout preferences show quick moderation as icons?
