My Template is just straight text

Ok so I moved my smf forums from mydomain.org  to mydomain.org/forums [nofollow] I ran the repair settings file and now when i go to my forums is that the theme is not there everything is just in text format And idk what to do i have messed with settings trying to get it back any help is much needed!! and now im getting this error Connection Problems
Sorry, SMF was unable to connect to the database. This may be caused by the server being busy. Please try again later.

for the theme: fix the path in theme settings
database problem: check database details in settings.php or run repair_settings.php once again
