rc5 issues

I had some issues with a mod not uninstalling on RC4.  I upgraded to RC5 then copied all the full install files over all the files on my server.  I did not copy over settings, settings_bak, etc.  I did this to get a fresh install since nothing would work.

Now I have the forum back up normal with no loss of data.   The problem I have is that I can not install any mods.  The installs says there are no errors but it does not change anything.  Ive tried a few different mods and nothing changes.

What do I do?

Is there anything in your forum error log? Have you double-checked the file permissions?

No errors at all.

I checked permissions according to this

Scratch that. 

Tried to install the portal I was using prior to this.
Same file with various pages of errors on it.
