Database upgrading error

I've upgrade my forum to the 1.1.13 unfortunately still getting the following error.  note that i'm using patches to do the upgrade.  any advice will be highly appreciated.


Got error 28 from storage engine - check database storage space or contact the server administrator.

Note: It appears that your database may require an upgrade. Your forum's files are currently at version SMF 1.1.13, while your database is at version 1.1.2. The above error might possibly go away if you execute the latest version of upgrade.php.

I've resolved the isse.  obviously it needs server upgrade.  my current package unable to serve the traffics. thank you for your tips and help.
