Changing file permissions from admin panel does nothing. Why?

I am trying to change the file permissions from the admin panel. It does nothing.

I want to set the file permissions to Restricted. Looks like it works but permissions are not changed.

Ok, so I make is "Custom". That does not work either.

What should the permissions be to have a secure forum? One that someone who know the file structure of the forum could not bust into?

How do I change those permissions from the admin panel and what should the be?

Have you tried a FTP client such as Filezilla ?

I know an FTP client will work.  But what should I set the permissions to? Anyone who has installed smf knows exactly what the folder structure looks like. How do we set the file permissions after we are up and running to prevent foul play?
