How to change title?

currently using 1.1.13 version.
I want to change my website title from downloadyourworld.com - index to "My own".
I search forum but couldn't get full details how to edit.
and also told me how to edit description?

Make sure your current forum is up to date.
Save the files and tables
Up load to your new site
Make sure your settings.php has the right info.
Download, load and run repair_settings.php

If you're scared, do a test site first.

I dont think that is what they mean, they want to change their forum title, which is under server settings in the admin panel.

Is there a way to change the <title> of the main index (pre-logged) page without affecting the index link on the main forum, for search engine purposes?
ie: Have, eg: <title>Motor Racing Forum</forum>
AND
Forum Index link: Bobs super Motor Racing Forum
