Successfully upgraded RC2 to RC5 but lost partial Outbound Email Ability...and tips would be appreciated

The notices to a new member do come through, like for verification, but emails to the adminstrator stopped - as in notice to admin to approve or disapprove a new member.

The admin's email address is set correctly in admin's profile.

Is the setting Admin > Members > Registration > Settings > Notify administrators when a new member joins checked?
