Display a topic's last edit in index.template.php

I added a link in the little User Info box, on my forums, to the rules the users must follow. However, we update the rules often, and wish to let users know when such changes occur.  Right now, the link just says "View Forum Rules," but with someone's help, I'm hoping to be able to figure out how to add " Last Edited: " information after it. I tried messing around with it, but couldn't figure it out. (The topic's ID is 3, if that makes anything easier).  Thanks *a lot* for any help! =) I look forward to reading your help.

How much PHP do you know?

The basic idea is you need to check the database to see when the topic was last modified.

Pretty much down to none. I could inturpret some of the coding and stuff, and I have knowledge in ActionScript 2.0 (coding used in Flash), so that helps as the basic ideas of functions and variables are all the same.

I'll probably try and learn PHP and to understand how to use MySQL, but until then, no... I don't have a big understanding of PHP.
