[Request]Recent Posts Bar Floating on Top of the page. Should cycle through auto

I need someone to build me a mod that rotates my forums most recent posts in the same fashion as when you are watching CNN or Fox news (BAR at the bottom going down the screen). This bar should be automatic, and cross compatible with all browsers. This bar will go on top of the page, and should look good to compliment my website. Please let me know if someone here can help.
