Allow to Announce Replies

Because sometimes a forum's team will use a stickied topic to keep important, related information together in the same topic.
A reply to the topic is the best way to post -- but then you cannot announce the reply!

The workaround, of course, is to create a topic, announce it, and then merge it into the stickied topic.
But that's just a bunch of extra clicks.
