I just re installed smf 1.1.11 as an Aplus.net [nofollow] user. Smf does not let me use attachments.  What should I do to fix that?

When I try to upload it says, Cannot access attachments upload path!

then you need to look into correcting that path in the admin panel, since we dont know how your server is setup your may need to use trial and error to fix it.

bird11dog if you still facing issues with this try using repair_settings.php to fix the paths. What is repair_settings.php?
