Database password change caused connection problems

I'm running smf 1.1.13 for windows 7 64 bit on godaddy host, and I'm locked out completely.  My last action was to change the Database Password from the one supplied (by whom?) to my admin password.  So, what to do?

Hello there and welcome to smf community.

You should upload repair_settings.php and run it, and change mysql settings so the forum can connect to it.
What is repair_settings.php?
