Donation system like treasury

is it possible to make donation system like treasury, and before he donate, he type his steam_id and that box starts with "STEAM_"  other number he have to add, and after donate so it contact to gameserver to add admin which flag i put to add.

after he donated it needs send rcon command to gameserver, something like this

rcon sm_addadmin STEAM_x:x:xxxxx "flags which i put"
but before he send rcon command it needs send rcon_password pass

possible paying 10$.
