Connection Problem from Server

After upgrading to 1.1.14, nothing happens. Then I decided to change my Webmaster email address, it was this time that I started receiving this error message:

Connection Problems Sorry, SMF was unable to
connect to the database. This
may be caused by the server
being busy. Please try again
later.

I'd get in touch with your host and see if anything is happening on their end from the database end. The web server seems to be just fine:
