There is a problem with the permissions on my board and none of the global moderators are actually global mods.

I think the problem stemmed from the conversion from phpBB but I have changed all the boards back to the "Default" permission profile but they still can't do anything they should be able to.

Have you set the custom permissions for the group?.

Administration Center » Permissions » General Permissions, place a checkmark for your gmod group, under advanced, pick Moderator under apply pre-defined permission set,save permissions. Does that help any?

In theory, but I want them to be able to issue bans as well, one admin can't go through thousands of posts and weed out the spammers.

The permission for that is "Moderate forum members" IIRC
