Banned getting into other boards

I have set up a forum called "Banned" to put all the banned people in so they can't do anything. My question is how are they able to get into other boards?
I thought once someoned was set to access one particular board, they should not be able to enter others. What might cause this to happen?

I'm not sure if this will help but I did this on my site.

You can add a new membergroup and call it banned or something like that. Then Edit the membergroup so they can only see "and or" post in that board.

"Visible Boards: Boards the membergroup can see"
