No smileys/edits for posting

Upgraded from 1.1.14 to 2.0 and now when I post a topic, my smileys or edits (Bold, Italic, etc) options do not show up.  What does show up is the Subject, Message Icon, the post box to type your post, other options and attachments.  I used to have edit options and smileys between the subject and post.  Now, if I type in the smiley, such as '' I get the smiley or if I type in the /b I get the bold text.  I just lack the buttons/icons.  Also, my smileys do show up on the older posts.  Any idea as to what may be wrong?
