Modify boards option does not populate

I just installed SMF 1.1.14 on a new site hosted by SiteGround. I wish to modify my initial forums. When I sign in as administrator and select Boards under Forums,  both Create New Category and Settings give me action menus. Modify Boards does not.
1. How do I modify boards or
2. Is this indicative of an install problem which I should take up with Site Ground?
