You must change the permissions of Settings.php to allow for it to be modified. That file holds the setting to control maintenance mode.

Chmod the file 755 or 777 depending on your server configuration.

How do I chmod? / what is chmod?

See the documentation I linked you to. Alternatively you can edit the file directly, but I wouldn't advice trying that first.
