Give limited admin access?

Hello community.
I need some help on access stuff for SMF 1.1.13
I want to give  member access to modify the forum design, but don't want to give him admin access.
But it seems the design options are only for admin accounts.
Is there a way to give access to that specifically without setting him as admin other than using ftp?

i dont think there are permissions on that part, but you could setup another forum and give that person admin access without worrying about your main forum, or just give them ftp access to the themes folder.
