Problem with attachments to posts

We are experiencing a problem attaching files to posts.  Some of them go through fine and others incur an error as follows;

Your session timed out while posting. Please try to re-submit your message.
No subject was filled in.
The message body was left empty.

In troubleshooting this error, I find it to be more of a files size issue than anything else.  We have recreated this on multiple PC's, multiple browsers, etc. with the same results.  We can attach a 7MB file with no problem, but when attempting an 8MB or higher, we encounter this issue.  Please note that attachment size limits are currently set at 250MB.

Our forum is used internally in our company for an internal group.  All access is internal for this issue.  There should be no firewall or router issues involved.  We are currently at SMF v1.1.13, and cannot easily upgrade at this time.

Any ideas?

I applied the update for 1.1.14 and tested this scenario again.  Same results.  Any help would be appreciated.

OK - so evidently there is a size limit in the php.ini file?  The default limit is 8MB for post_max_size.  Once this was adjusted, it worked...

I would have though that the setting would have been adjusted by the attachment settings inside the forum admin section?

the settings in the admin panel will never touch the php.ini file as most servers dont have it setup that users can modify it or a default location on all servers where they can.
