I would just try doing the paypal buy it now and subscription option buttons. Then after the order is completed just process manually should be that hard if you don't have a lot of sales.

I did a quick look and it seems like he wants to integrate login with Steam (if I'm wrong please let me know it) that's why i think it won't be that easy; otherwise, it'd be done using Custom Profile Fields and Paid Subscriptions

This is actually pretty simple, and I think this is what vbgamer was talking about.

Get a buy now button from here [nofollow]

Then create a extra field when setting up your paypal button and make it called steam id.

Then put the html code onto you forums where you want it to be. For example, if you wanted it to have its out custom page. You would have to use a portal or page manager mod in order to create a new page that looks like your theme. you can also just create a html file and put the code in there. You would then upload that file to your directory in which you installed the forums. For example, you can call it shop.php. This is for only 1 item though, you would have to customize it for more than one item, or just use separate buttons.

This would not require a mod to do. Learn Html [nofollow] and it will make it easier. However, if you do not want to then choose a portal or page manager and it should give you a place to add html code. From there add the code and customize it until it works for you.
