Prevent Adding Signature Images And Links 1.3 Failed

Running 1.1.4
Just got home to find a new member on a board had joined and added a link to their profile.

the mod was set to prevent any links for 15 posts, not sure why it didnt catch, did a search and found a similarly described issue with 1.2, last post in 2010.

Any ideas why this isnt working?

there is no feature in 1.1* or 2.0 to prevent users from posting links.
