Email sent to user whenever membergroup changes.

Can someone help me write this for 1.1.14.

I want an email to be sent to the user whenever they've reached a new membergroup (post-based). For instance, if you have 5 posts and are now a juniour member, and email is sent saying, 'Dear member, you are now a junior member'.

Either paid or free.
