I am requesting a Modification that puts default writing when making a 'New Topic'

Okay, So i am looking for a Modification when you make a 'New Topic' it has writing in by default
Such as;

Site Name:
Site Link:

Note: I only want this to work with specific forum boards, As i have added an Advertisement category and i don't want people spamming it.

Thanks i can only do this for one section?
As i want to do it for a couple of other sections.

Like i have two boards.
1. Website advertisement
2. Forum advertisement
