That is simple random news feature of SMF wrapped up in marquee !
You can do it if you know basic html and basic php (PHP because you have to edit index.template.php).

because i was pretty ticked off that the guy would create a clone web site to mine, and he sort of laughs at me because of how easy it is to copy/paste a web site.
