Description
Normally SMF does not show Quick Reply Box to Guests if they are not allowed to make posts.
I think it will be a good idea to show Quick Reply Box even if they are not allowed to make posts but when they hover on Post Box to make reply show them a message saying : "Please Register or Login to make post".

Permissions
Any Permission set which will suit the idea stated above.

Feature Set
I think just an ON/OFF button for this mod will be enough.

Nice Idea to encourage registration, though there are certain mods which do similar but not exact job!
